Operation Outcome – Pulwama Terror Attack and the 2019 Indian General Election

On 14 February 2019, a suicide bombing targeted a Central Reserve Police Force (CRPF) convoy in Pulwama, Jammu and Kashmir, killing 40 personnel and becoming one of the deadliest terrorist attacks on Indian security forces in recent history. The attack was followed by the Balakot airstrikes, heightened India–Pakistan tensions, extensive media coverage, and a surge in national security discourse during the run-up to the 2019 Lok Sabha elections.

This report presents a hypothetical intelligence case study examining the Pulwama Terror Attack through the lens of Psychological Operations (PSYOP), strategic communication, the “Rally ‘Round the Flag” effect, and Scapegoat Diversion. Based on publicly available information and analytical frameworks, the report evaluates intelligence warnings, security procedures, media narratives, and political developments to assess whether the sequence of events is consistent with the proposed hypothetical analytical scenario.
